5月1日起，绵阳施行降低社保费率新政

4月30日，记者从市人社局获悉，根据省政府办公厅《关于印发四川省降低社会保险费率实施办法的通知》精神，报经市政府同意，自5月1日起，我市全面实施社保费率新政策。

　　降低社会保险费率，是减轻企业负担、优化营商环境、完善社会保险制度的重要举措。此次降低社会保险缴费费率，包括降低城镇职工基本养老保险单位缴费比例，全市企业和机关事业单位基本养老保险单位缴费比例由19%降至16%;继续阶段性降低失业保险、工伤保险费率，其中，失业保险总费率降至1%(用人单位缴费费率降至0.6%，职工个人缴费费率降至0.4%)，工伤保险缴费费率在现行基准费率基础上下调50%。

　　同时，将调整社会保险缴费基数，具体包括：

　　调整就业人员平均工资计算口径。从5月1日起，以全省城镇非私营单位就业人员平均工资和城镇私营单位就业人员平均工资，加权计算的全口径城镇单位就业人员平均工资，来核定社会保险个人缴费基数上下限。

　　完善个体工商户和灵活就业人员缴费基数。企业职工基本养老保险缴费基数下限，按省政府办公厅《关于加强企业职工基本养老保险基金收支管理有关问题的通知》规定的比例逐年过渡。其中，2019年为全省上年度全口径城镇单位就业人员平均工资的50%，2020年为55%，2021年为60%。缴费基数上限，为全省上年度全口径城镇单位就业人员平均工资的300%。个体工商户和灵活就业人员参加企业职工基本养老保险，可在缴费基数上下限之间选择适当的缴费基数。凡涉及职工个人缴费基数上下限的险种，均以全省上年度或上上年度全口径城镇单位就业人员平均工资，核定缴费基数上下限。

　　市人社局相关负责人表示，5月1日以后，全市各地清收当期单位新增欠费应按新费率执行;清收2019年5月1日以前的历史欠费应按费款所属期对应的费率政策执行。 (绵阳日报社全媒体记者 李桥臻)
