　　中国绵阳新闻网讯 记者日前从中国（绵阳）科技城党工委管委会办公室获悉，省委、省政府近日出台推进中国（绵阳）科技城加快发展的意见（以下简称《意见》），着力推进中国科技城建设实现新突破。

　　建设中国（绵阳）科技城既是党中央、国务院作出的重要战略决策，也是党中央、国务院赋予四川、绵阳的重大历史任务。去年2月，习近平总书记来川视察时，专门就绵阳科技城建设与军民融合发展作出重要指示，特别强调建设中国（绵阳）科技城是四川承担的国家重大改革试点任务。

　　牢记总书记嘱托，抢抓中央省上空前重视、空前支持的有利机遇。2018年8月23日，省委召开研究支持中国（绵阳）科技城建设专题会议，原则同意提请会议审议的支持政策和事项，要求进一步梳理完善省级层面支持政策，并起草《意见》。近日，省委、省政府印发了《关于推进中国（绵阳）科技城加快发展的意见》。

　　发展方向越来越明晰，并细化为任务书、路线图和时间表，推动中国科技城加快发展的脚步走得格外急且矫健。《意见》对今后一段时期推进中国科技城加快发展的总体要求、基本原则、发展目标、重点任务、支持政策事项、组织保障等多个方面，均进行了科学具体的规划、制定了长远发展的目标、提出了明确细致的要求，对推动科技城加快发展，将产生强有力的推动作用。

　　根据《意见》，总体目标细化分为三个阶段。明确到2020年，地区生产总值突破2800亿元，力争达到3000亿元，争创全省经济副中心迈出坚实步伐；到2025年，地区生产总值突破4500亿元，力争达到5000亿元，实现高质量发展，力争率先建成全省经济副中心；到2030年，成为全国一流、国际知名的创新型城市。

　　此外，《意见》还锁定培育创新主体、营造创新生态、激发创新活力、壮大创新产业、扩大开放合作和优化发展环境六个方面的重点任务，并在简政放权、产业发展、城市建设、成果转化、财税金融、土地能源等六个方面，提出了20项支持政策事项，来为中国科技城建设提档升级。

　　中国（绵阳）科技城党工委管委会办公室负责人介绍，《意见》是省委、省政府新时代针对科技城单独出台的支持政策，规格高、力度大、操作性强，充分体现了省委、省政府对科技城建设的高度重视和推进科技城加快发展的坚定决心。3月26日，市委常委会会议专门研究了《意见》贯彻落实工作，下一步，我市将把20项支持政策事项细化分解为75项具体工作任务，落实牵头领导和责任单位，建立工作推进机制，明确工作要求，确保《意见》精神特别是有关政策事项落地落实。
