安州区抓实抓细农民工党建，激活乡村振兴新动能——

走进有“兰花村”美誉的塔水镇三泉村，30来个大棚内，一派生机勃勃的景象，10多名工人正在为16万株兰草浇水、除草、打药，一个脸庞黝黑的男子在兰草间指挥，紧张忙碌中不失条理。80后村支书赵波，已经实现他当初返乡创业的梦想，建立了全省颇具影响力的国兰基地，并带动近百农户增收致富。

　　在安州，像赵波这样的优秀返乡创业人员还有2000多名。近年来，安州区切实抓实抓细农民工党建工作，建成返乡创业基地132个，成功推动2600多名优秀农民工返乡创办项目2300多个，先后吸纳300名农民工为村级干部后备力量，140多名优秀返乡农民工担任了村“两委”干部，为农村基层党组织建设注入了新鲜血液，激活了乡村振兴新动能。

　　领导力从致富一家到致富一方

　　赵波多年前中专毕业后就外出务工，成都、重庆、昆明……回乡之前，他一直从事园艺工作，做点花卉生意，也算小有成就。可随着父母年事渐高，身为家中独子的赵波开始思考如何返乡创业。看到家乡的政策越来越好，2009年，赵波回到家乡，从事兰草种植和研究，创办了绵阳三泉国兰科技有限公司。经过10年的努力打拼，赵波不仅收入比在外务工时高出了许多，还带动了周边近百户农民增收，成了当地有名的致富带头人。经过培养，赵波入了党，后来还被选举为村党支部书记。“今年我打算将兰草种植规模扩大，带动更多村民一起致富。”赵波告诉记者。

　　“2000年初外出务工的那一代农民工，很多都已经事业有成。他们虽然在城里买房安了家，但根仍然在故乡，对家乡有着深厚的感情，也愿意为家乡的发展出把力。”安州区委常委、组织部部长江保权说。

　　乡村振兴核心在人，发展没有人一切都是空谈。正是看到这一点，面对农村年轻人流失严重，发展人才缺乏的问题，安州区持续加大对在外务工人才的回引力度：专门出台了《关于全区农民工定向回引培养工作实施方案》《加强农民工服务保障三十条措施及工作方案》等文件，编制完善《返乡人员创业项目目录》，落实《返乡创业金融合作协议》，从选拔培养、待遇保障、未来规划等方面着手打出了一套政策“组合拳”。为回引农民工返乡创业就业提供有力政策支持，大力开展招商引资工作和返乡创客“归雁工程”，积极引导安州籍在外农民工回乡发家创业。

　　战斗力小小村干部要有大作为

　　“草根经济”“归雁经济”得到了发展，但在乡村基层治理方面还存在着干部青黄不接的问题，在家党员普遍年龄偏大、学历偏低，村级基层党组织后继乏人的问题，一度是制约安州区农村党建工作的一大瓶颈。

　　为了让更多的优秀农民工能够回得来、留得下、扎住根，安州区持续实施服务支持农民工村级后备力量五项“直通车”制度，确立返乡农民工村级后备力量帮带联系人，通过举办返乡农民工党员专题培训班，提升返乡农民工技能，扩大村级后备力量来源渠道，及时选拔优秀返乡农民工进入村“两委”班子。

桑枣镇立志村的80后党员唐浩岚，如今经营一家木材厂，他是村党支部委员、后备干部。从一名在外务工人员，到回乡创业事业小有成就，再到成长为村级后备干部，他的经历十分丰富。2014年返乡创业，经过几年努力奋斗，如今唐浩岚的木材厂年产值达300余万元，他也思索着怎样为家乡百姓做点事。了解到区上的“直通车”制度后，经过认真思考，唐浩岚主动找到镇党委，递了自荐信。经过村“两委”班子分析研判，他于今年初成为了立志村的一名后备干部。“组织信任我，我也会尽力为村上做点实事。”唐浩岚说。

　　“农村一村一组的发展，从某种程度上说就是‘能人经济’‘草根经济’，一个能人往往能带动一片，用好他们，工作就能事半功倍！”江保权告诉记者。

　　目前，安州区已回引147名优秀农民工进入村“两委”班子，其中担任村支部书记23人，村主任30人，从农民工中发展党员120余名。

　　向心力无论走多远组织都在身边

　　“家乡投资环境好，政策也有不少优惠！”日前，在江苏省江阴市的安州驻周庄流动党支部活动室内，热闹非凡，安州区在江阴务工人员座谈会正在举行。近百名在江阴周边企业务工的安州籍党员和农民工，专门赶来参加会议。安州区委派出的工作组成员，向广大农民工宣传了家乡返乡创业的政策，详细介绍了家乡的发展变化。一场座谈会下来，不少在外务工人员表达了返乡创业的愿望。

　　近年来，安州区每年都要派出工作组，前往北京、江苏、上海等农民工相对聚集的省市，看望慰问农民工，在进行政策宣传和帮困解难的同时，重点介绍家乡的发展成就，动员和吸引广大农民工回乡参与家乡建设。

　　一些党员外出务工之后，由于流动性大，管理上也是个难题。面对这一新情况，安州区建立了农民工服务管理综合党委，探索“农民工服务站+党支部”的“党建+服务”互补互助模式，建立返乡务工人员党支部18个，在区外建立了农民工流动党支部5个，正在筹建的有10个，最大限度把农民工党员凝聚在党组织周围。安州区委告诉外出务工的党员群众，无论你走多远，家乡的党组织都是你永远的家，一直在你身边。

　　民生村1组村民孙宝林在江阴市某厂上班时，因操作失误将手指切断，由于人生地不熟，孙宝林的工伤迟迟得不到解决。后来，流动党小组了解到他的情况后，主动伸出援手，解决了他的医疗费和残疾补助，帮他渡过了难关。

　　据了解，安州区外出务工人员超过12万人，其中农民工党员3300多人。为确保流动党员、外出务工人员外出期间“安心创业、舒心干事”，今年初，安州区在江阴市周庄镇设立流动党支部和驻外农民工服务中心，试点探索“五联四帮三带”工作模式，着力实现组织网络全覆盖、服务管理立体化、归雁经济促振兴。
